Your requirement is correct, but when it is not met generally you will get some message that indicates an error has occurred when some commands were exchanged.  Most of the most recent Enterprise components now tell you that a version mismatch has occurred.  This new code will ultimately filter down to the community version.

The "Connection refused" message means that at the low level the Bacula component printing the message could not establish a connection with the other end (not listening, firewall, ...).
