Hello I'm still reading about Retention/Recycle but i think in your case the problem is that tape is the wrong tool for your backup. Tape backup is good for offsite copies or long term "archive" backup, but if you have only small amount of data which need very long to fill the tape you should consider using backup-to-disk on some cheap SATA and if you need aditional disaster protection do some offsite (tape) backup from your catalog and bacula disk archive. With this you can use one tape for disaster backup, mark it as "used" after backup and let it expire in whatever retention you like.
