I don't know what's going on last week. Because I didn't read every mail. I'm very busy at the moment. And I doesn't now very much about windows. Because I prefer linux. Therefore I checked it on the vista machine here. For me it looks like c:\Documents and Settings are the symlink to c:\Users. And I read on Microsoft www site that they do this for some programs, who will install into C:\Documents and Settings\%USER%, instead to ask for %HOME%\%USER%. That's what I've understood.
