Right.
Although Purged and Recycled volumes can also be used.

Bacula handles all volumes like tapes.

Tapes are only appended to, or they are started writing to from the 
start. On tape, there is no such thing as fragmentation or unused 
space before the final end-of-tape mark.

Yes. This data is also stored on tape.
