Overnight, a new tape was needed.  This afternoon, when I finally got around
  to inserting the tape, a number of jobs had queued up:

I seem to recall discussion about a new feature/directive to address this.
Did any code come out of it?  I just went through the Job and Schedule resource
for 2.2.8 and didn't see anything.
