I've had similar concerns, how to tell Bacula that a tape is "beyond 
reach" without deleting it from the database. For me it is the Archived 
tapes. If I by any chance should need them, then it would be nice not to 
be forced to bscan them before, but in all other circumstances, they 
should be regarded as "gone".
