That is correct. If you never re-cycle a tape the data stays on it even it if isn't in the catalog and you should be able to "re-read" a tape into the catalog for restores with bscan. There are "precautions" you need to take though to keep the data about the volume entered by bscan isn't immediately pruned from the catalog again once you execute a command that would trigger a bacula pruning run.
