Start PostgreSQL again.

Not starting PostgreSQL at system start, crashing pgSQL, someone 
manually shutting down pgSQL... we can't know this from here. You'll 
have to find the reason why it's not running yourself. Then, I'm quite 
sure, you will find advice how to prevent that in the future.
