I think you're out of luck for 3.1... Under Debian, you would need to install bacula-sd-xxx where xxx is the database backend. Because bscan can interact with the catalogue, you have to install the correct version. To find a given file in Debian, go to 'http://packages.debian.org', scroll down to 'Search the contents of packages', enter 'bscan' in the 'Keyword' field, select 'packages that contain files named like this', and select 'oldstable' as the distribution, then click 'Search', and you will get a list of all the packages from oldstable that contain bscan... unfortunately there's no such thing. If you can upgrade to 4.0 (Stable), you will get bscan, but it's still a really old version of Bacula... I just checked though and it appears that there is 2.2.0 available in etch-backports. 2.2.0 isn't ideal - if you've been following the mailing list you'll know that there was a nasty bug in there, but it's probably better than 1.38 that ships with Etch. 2.2.4 is in sid (Unstable), but you'll need to grab a few other packages to be able to compile it into Etch.
