I have posted in the past that I split up my bacula-dir.conf into
@c:\progra~1\bacula\etc\pools.conf
@c:\progra~1\bacula\etc\storage.conf
@c:\progra~1\bacula\etc\clients.conf
@c:\progra~1\bacula\etc\filesets.conf
@c:\progra~1\bacula\etc\jobs.conf
@c:\progra~1\bacula\etc\schedules.conf

I also wanted to tell you that I have no found it easier to maintain by
keeping everything under c:\program files\bacula.  So in addition to
bacula\bin, I have added bacula\etc, bacula\var, bacula\var\spool,
and bacula\var\work.  I have also modified the confs, and mtx
scripts accordingly.  Nothing is in
c:\documents and setting\all users\application data\bacula anymore.

It works for me.
