I've already explained why this project hasn't been implemented as of yet, so 
please review the recent email messages for the *real* reason.

Here are a few comments about the ideas above (please don't take them 
personally).

IMO, it is a waste of time to create "another suplimentary kind of 'vote and 
donation system". There have only been two or three paid projects that have 
been contributed to Bacula, and they have all been completed. 

One the money was raised by donations to EFF during the project, the monitary 
goal was reached, and Landon delivered the code in the timeframe had 
estimated. The accounting for the donations (to EFF) was clear and 
transparent.

The second project (migration) was paid in three stages at my suggestion to 
the project according to phases of implementing the feature: start, beta, 
production.  The project took longer than expected, but the sponsor (very 
generous compared to other donations) indicated that the delay was quite 
normal for software development.

The other projects were between the developers and the sponsors so I don't 
have any details.

As a consequence, I don't see any need to worry about money being donated for 
a specific project that would not be completed. That has never happened in 
this project. Given human nature that is not to say that it can't or won't 
happen someday. 

If you are completely in the dark about costs, please look at the donations 
page on the web site. You can quickly compute much it cost me out of pocket 
to create such a project.  Take the annual figure there, multiply it by the 
7.5 years I have been working on the project, and you will have roughly what 
I have put out of my pocket (and this doesn't count the cost of contributions 
from other people), then subtract 0.6 year of costs, which approximates the 
donations over the lifetime of the project.  

After doing the above, you should see that the issue here is not question of 
money, though as I have written it is a big motivator.   The issue is that 
the project needs more programmers to do everything everyone wants.
