Item: Add a "remove label" (or "initialize tape") command to bacula.

This should enable the reuse of "bacula" tapes which are not in the database for some reason. Why: OK this is somehow a special case but IMHO still valid. There is currently no possibility to remove a existing "bacula" label on a tape from the bconsole. This forces you to use "mt -f <device> rewind; mt -f <device> weof" from the console. This is fine for some conditions (but undocumented and not integrated into bacula). I recently got into the problem that i had a job requesting a new tape which i could not "relabel" because the tape device was blocked by the storage daemon. Stopping the storage daemon results in job termination.
