You have to set the maximum concurrent jobs in the DIR and the SD config.

I prefer to set the SD value reasonably high and limit the number of 
running jobs in the DIR config.

You have to set "Maximum Concurrent Jobs" in an amazing number of 
locations :-)
- DIR in general
- DIR per storage
- DIR per Job (you want this probably at 1)
- DIR per client
- FD general
- SD in general
