I have been running bacula for a while and it is working well.
I need to restore a job that has had its files pruned and the system
has a number of drives all of which are on the backup but there
is not enough room on the C: drive to restore the whole job. I do
have enough room on the F: drive but I can't get the restore job to
restore to other than the C drive. I can't restore "in place" because
what I need to do is restore everything and then pick and choose the
files to be put in place.

I tried F:/temp and /f/temp without luck.

I am running Bacula 1.39.18 (will go to 2 when the server that I have on 
order comes in, the directory and storage are run on Linux)
