I just committed a change to use the --sysconfdir value instead of "/etc/Bacula" on Unix. It will be in version 1.39.29 and 1.40.0

However when you are adding a new feature, you don't want to break the existing behaviour if at all possible. I've already implemented part of this in version 1.39.27. But I made it look in the standard directory only if it didn't exist in the current directory. I didn't want to change configure at this late stage so it just defaults to /etc/bacula on Unix and the "All Users\Application Data\Bacula" directory on Windows. I didn't think there were a large number of users using alternate directories for their configuration files.
