As I mentioned, please look into the possibility that a "loaded?" request is returning a 0 rather than the correct value. This could explain everything. If Bacula thinks nothing is in drive 1 and drive 0 it will feel free to load any slot into either drive. This should be easy to confirm one way or another. The other possibility I mentioned is a yet unknown timing problem.
