Yes, there is a web access.  http://www.bacula.org/ click on: CVS 
Repository.  then click on: Browse CVS Repository

But this is not well suited, perhaps, to what you want.

There are also daily snapshots available from:

   http://www.langille.org/bacula-snapshot.tgz

You can get older snapshots by specifying the date:

   http://www.langille.org/bacula.2006.09.19.tgz

This service was just reintroduced after being idle for sometime.  At 
present, the oldest snapshot is that shown above.
