Because they don't have the same priority. If you start a job with a low priority, and then start another job with a different priority (whether higher or lower is not important), the second job will have to wait as Bacula can only run jobs concurrently that have the SAME priority value. (otherwise it would have to cancel lower priority jobs in favour of higher ones...)
