It isn't a specific ID it is a privilege.  Members of the group Backup
Operators have that privilege by default but it can be added to any user.
Try adding the user System to the group Backup Operators.

What user is the Bacula client running as?

There is a backup ID which is supposed to be able to traverse almost 
everywhere.
