I think you're operating under a misunderstanding. The FD never looks at the Catalog database. All it sees are data streams to and from the SD, and instructions from the Director on what to back up. It hasn't the slightest idea what files exist in the Catalog from other clients, and has no way to find out. If you want to restrict what the *owner of that machine* can restore to it, simply install a restricted console authorized to see only records for that client. Restricted consoles are clearly documented in the manual.
