You can limit both the number of volumes in a pool and the maximum volume size. Do both, and voilĂ , you've got what you want.

Also, is it possible to define multiple storage volumes (disk based) besides the default? When I go into wx-console and define a new pool it automatically assigns itself to the default storage. Is there a way to add a new pool that you can set to use another disk storage rather than the default storage -- i.e. having multiple defined locations that the director picks up?

Sure. But you don't do this in the console program, you edit the director configuration, verify it, and either restart bacula (when you've got a time windows without running jobs) or use the reload command from the console.
