I think that you can remove the quotes from include.txt. From what I remember, quotes are not needed when you include a file containting the files that you want to backup. Maybe at first try a simpler configuration without wildfiles and with only c:/bacula for instance in your include.txt. Then redo an 'estimate' to see if it is working.
