Sorry, you're not right, because I CAN'T RESTORE file and it means, that I can't get/restore file from backup volume (file on disk in my case). I agree, that if file is being changed when backuping, that it would cause problems, the file I wanted to restore could not be changed, because it was file created by skript before backup (database dump), so nobody and nothing could write to it (possible yes, but no).

This is YOUR problem not a problem with bacula (or any other backup system come to that).

If as I suspect this all means nothing to you, then I also suggest you pay someone to set up a working backup system for you.
Maybe I should, but it's my job. ;-)
