Remote hosts can't connect to servers listening on the loopback interface only.
Either you have set up bacula very funny indeed or you start the regular network interface only after baculas daemons are started.
Might be firewall settings - installing, for example, the personal firewall on a current SuSE linux closes much of the network.
Or something different I don't understand, of course.

I suggest stopping bacula, verifying the network is set up, and starting bacula. If it works then you will have to work on your start scripts and their ordering.
Or, you verify your firewall settings if you've got one running on the hosts. Just make sure baculas ports are accessible from the network.
