Because GTK sliders are consistent with the scrollbars in behavior. One can wonder how much sense Page Increment/Decrement makes for sliders, where there is no concept of a view that could be scrolled page-wise, though. I think having 2 or 3 distinct target areas (before and after the handle, the handle itself) on a slider makes it a lot harder to understand their behavior and adds a huge potential for miss-clicks with consequences. Using the whole slider area as single drag handle makes for a faster/easier to hit target and avoids surprises with unintentional stepping. Note that the value-mark should not look like a handle, then, as it would cause users to aim at it for dragging. Middle MB clicks and modifier-clicks are candidates for a jump-to-this-point behavior. All this can be found in the fader design in Ardour.
