Or maybe we could just pass a boolean into DefaultConfigurationBuilders 
constructor indicating whether it should be namespace enabled or not.

If you are going to make changes I also wouldn't mind renaming 
ClassicSAXConfigurationHandler to SAXConfigurationHandler and 
SAXConfigurationHandler to NamespaceSAXConfigurationHandler
