I'm afraid I'm not sure what you mean, Jacob.

When writing a timestamp into a file, use the SOURCE_DATE_EPOCH value 
instead of a file mtime, but do not apply SOURCE_DATE_EPOCH to make's 
decisions about rebuilding files.  (If there is some way to do that.)
