   Could you detail why you prefer CC_FOR_BUILD over BUILD_CC?

I simply think it makes the use of the environment variable clear.  We
have many Makefiles already which use CC_FOR_BUILD, CC_FOR_HOST, and
CC_FOR_TARGET.

Also, BUILD_CC implies we should HOST_CC, and HOST_CC is already in a
confused state.
