Thank you. It now works for the beginning portion of circ.tex as
expected. However, it still fails for the rest after this part:

When I move the cursor into any math expression placed after this
chunk which causes intentional error, preview-point shows the "under
construction" sign and doesn't turn it into proper math image.
At that time, the process buffer tells:

Apparently dvisvgm stops processing the dvi file due to the intentional
error code and can't generate the subsequent .svg files.

Maybe the users should be responsible for cases like this, they should
correct the math expression which causes such errors, although the
comment states
