My RPi4 arrived two days before 6.7 was published -- I installed it
again whenever new versions came out.
I have the "slow network problem" since the beginning.
What detail do I need to supply to help you identify the differences
between the flavours of "1.4"?
Preferrably something that can be done from Linux, because that boots ok
from an easily made memory card.

There are at least some units of RPI4B revision 1.4 that can install
and run OpenBSD 6.8 off USB storage fine, I am using one of these, this
exact revision ID (b03114). Network transfer speeds look normal. That
said, it looks like "revision 1.4" recently started to mean more than
one hardware configuration:
