I echo Kevin's comments and note that when we updated the PDP in 2023 we specifically updated the PDP to allow for expanded formal community feedback via methods other than the PPML and meetings.

A positive suggestion would be to run a trial of a modern platform alongside a specific policy proposal to see if it improves engagement.
