And, as I mentioned, there are burdens well after the creation that need to be 
taken into consideration too, such as declarations about activity. For exmple 
someone conducting training, needs to fill in a form every year to declare how 
many people were trained, how many hours per person/group, % of total revenue 
(estimated) and a few other things.
