The risk is easily mitigated by taking whatever addresses they want to purchase and doing so through an inter-RIR transfer to RIPE unless they are attempting to acquire the addresses in the AFRINIC region which remains the one RIR without an inter-RIR transfer policy, which is one of the many misdeeds that has them tied up in court right now.
