fewer of IPv4 addresses may apply and be approved".

Since "holding a /20 or less of IPv4 address " can be interpreted as /19, 
/18.......... (greater quantities of ipv4 addresses).

Why not just say, "Only organizations holding 4096 or fewer of IPv4 addresses 
may apply and be approved."
