The ARIN Advisory Council (AC) has classified "ARIN-prop-283: Clarify Holdings Restriction for Section 4.1.8 Waitlist Entries" as an Editorial Change to the Number Resource Policy Manual (NRPM).

The process for editorial updates to the NRPM is found in Part One, Section 3.1, paragraph 3 of the PDP:

"Changes to policy that are purely editorial and non-substantial in nature are outside the scope of the full Policy Development Process and may only be made with 30 days public notice followed by the concurrence of both the ARIN Advisory Council and ARIN Board of Trustees that the changes are non-substantial in nature."

Editorial Change ARIN-edit-2020-1: Clarify Holdings Restriction for Section 4.1.8 Wait List Entries

Problem Statement:

A recent Policy Experience report pointed to ambiguity among waitlist applicants as to whether the /20 limit on existing space restriction applies to organizations holding a single /20 block, or an aggregate /20’s worth of IPv4 space. An editorial change to NRPM section 4.1.8 aims to remove this ambiguity, clarifying that an organization must hold a /20 or less in aggregate.

Policy statement:

Update NRPM Section 4.1.8 as follows:

Original Text:

“Only organizations holding a /20 or less of IPv4 address space may apply and be approved. “

Updated Text:

"Only organizations which hold less than a /20 equivalent of IPv4 space in aggregate are eligible to apply..”
