Yes.
The vouchers are created by the vendors MASA (Manufacturer Authorized Signing
Authority), and are processed by the same vendor's Pledge.

In between them is the Registrar, which belongs to the network operator.
So there is a tension between things the vendor wants to do, vs what the
Registrar can process.  That's why we want the "innovation" to be slightly
more controlled.
