No, the devices are created automagically by udev. If the device file
is not there it means, the device is not recognized by the driver.

Well, right latest debian Etch Kernel 2.6.15 has ALSA drivers 1.0.10rc3,
which seem to be too old and don't support ALC861.
I don't know about the Ubuntu case -- it might be, they applied some
patches to the kernel, which is not recognized in the version number?
You can try the debian 2.6.16 Kernel from unstable, this one has
ALSA driver 1.0.11rc2.
