well, at least it doesn't do any harm (provided you didn't change any permissions on the audio-devices, because they will be reset), so I reckon when installing ALSA for the first time I should definitely run it.
The snddevices script is also hidden in the 2.6.X kernel sourcetree:
scripts/MAKEDEV.snd
I have found no trace that it might be executed automatically during the kernel install process, so you should run it manually.
