Some very interesting additional news: if I remove my happy Logitech USB 
headset, and replug the Audigy 2 NX so it is card 1, the Audigy 2 NX works.  
If I then add back the Headset (it is then card 2) then I get the bad 
behaviour from the Headset!

Basically it seems the second USB device on the machine will exhibit the 
broken behaviour!
