I Cc the list, they may know more and reply earlier :) KDE configuration 
offers under sound -> soundsystem a 'autosuspend if idle for: x 
seconds' option. You can also disable 'start aRts soundserver on KDE 
startup'. Then you lose the software mixing of multiple audio streams 
capability of aRts as well. Under the 'sound i/o' tab you can select 
'use custom sound device'. That's only possible AFAIK if your sound 
hardware and the driver support hardware mixing. ALSA has its own 
software mixing of multiple audio streams capability with the dmix 
plugin. I have never tried it though.
