Is snd-seq-midi simply not loaded, or is there an error when you try
to modprobe it?

"alsactl restore" loads the settins from /etc/asound.state, which is
written by "alsactl store". In theory, these commands should be run
when ALSA is started/stopped.

It may be possible that /etc/asound.state contains zeroes for all
controls. Please try to run "alsactl store" after setting correct
values.
