No.

timidity or iiwusysnth are quite good for general purpose Midi, and
you should be able to use any software synth to play with a midi
keyboard, i.e. Csound, PD, Spiral Synth Modular, ...

The Soundblaster Live cards (and AWE and Audigy) have decent hardware
synths but they don't necessarily sound better than iiwusynth for
example. But most onboard soundchips don't have good audio quality
anyway so most 'real' soundcards will sound better. It just depends on
what one wants and what one can hear.
