I would use artsd for Xine as well except the > sound quality and Video/Audio sync doesn't work right with arts. emu10k1 supports multiple channel playback "on hardware", i.e. you don't need arts anyway. the behavior of xine is identical with xmms's. so it's no wonder. it's blocked until the alsa device becomes free.
