Well, this is a bit frustrating. I recall when drafting this rule asking the Agoran
public whether or not "anniversary" was strict enough to make a player's Agoran
birthday only occur in the years following the registration and everyone more or less
agreed. It was under this same assumption that I wrote the birthday scoring rule. I am
therefore a bit surprised to see this judgement.
I will obviously award both the welcome package and the birthday when I am
doing my Numerator pass, but two birthday scores is not what I intended with
this provision.
I submit the following proposal:
Title: No double scores for new players
AI: 1
Amend rule 2585, Birthday Gifts, by adding after the text "by this method for that instance of
eir Agoran Birthday" the text "and provided that that instance of eir Agoran Birthday is
not eir date of first registration"

I believe that technically this means you violated Rule 2713, although the
statute of limitations means you're safe from investigation.
