This should probably say "on a referendum on an ordinary proposal"?
I considered that, but this would expose Ruthless players to more risk
(albeit only at SHOULD strength), whereas officers (while exposed to
more missed-a-duty violations) also benefit from genpop usually going
easy when those violations are fairly harmless, as they usually are.
Currently, the only other modifiers to voting strength are "voter has
enough Blots" and "there's a Festival on", both of which are universal
in their scope.
