A proposal with AI 2.2 or higher could definitely create a rule that redefines the creator of a promise. I'm not totally sure whether outright setting it works, although I think it's more likely to work than not. Note that it would probably be easier to make this change by creating a temporary rule that says that the text of a promise can be edited and takes priority over rule 2618. (You can create the rule at the start of the proposal and repeal it again at the end.) In general, it is hard for a rule to stop a proposal doing something unless the proposal has insufficient AI to change the rule. -- ais523
