This isn't a broken CAN, it's a broken SHALL. I think the assignment still worked (and that the CFJ will be left without a number, unless we give it one by proposal), and that technically there's a punishable rule violation (but I would be willing as the Referee to give it a zero punishment, given the circumstances). -- ais523 Referee
