Amend Rule 2166 ("Assets") performing the following in order (failing as
a whole if any step fails):

* Deleting the sentence beginning "An asset's backing document can
generally specify" along with all whitespace immediately preceding it.

* Inserting the following paragraph after the first paragraph:

An asset's backing document can generally specify when and how that
asset is created, destroyed, and transferred. Where the Rules permit the
properties of an asset to be defined by its backing document (including
specifying a default "subject to modification by" its backing document),
they are presumed to require the backing document to clearly and
unambiguously specify such a definition.

Amend Rule 2576 ("Ownership") by replacing the paragraph beginning "An
asset CANNOT be gained by or transferred to an entity" with the
following paragraph:

An asset can be owned by an entity if and only if:

  * the backing document specifies that that entity can own it; or
  * the backing document, other than this paragraph, is entirely silent
    on what entities can own it, and that entity is Agora, a player, or
    a contract.

Rules to the contrary notwithstanding, an asset CANNOT be gained by or
transferred to an entity unless that entity can own it.
