A long time ago I had thought of some mechanism to award “surprise”
recognitions as they happened, sorta creating an exploration
mini-mini-game where players were to try weird things to see if some
pre-defined definitions were triggered (kinda like a reverse-bingo),
but nothing came of it.
Could start with just administrative regulations stating that you'll
attempt to unofficially track these things for a while, then that
initial data could be used as a guideline for what seems worth a
Patent Title. Could also re-enact Ephemeral Patent Titles (which are
designed from the start to not be retained indefinitely, though iirc
some were left over after their backing rules were repealed).
