R2162, relevant clause:
If an instance of a switch would otherwise fail to have a possible
value, it comes to have its default value.
The intent behind the new rule to be created by P9280 was that its
operation would negate the trigger for R2162. Granted, we should
probably legislate a specific order of operations, similar (but probably
not identical) to R2422 (Voting Strength).
